Why Apple removed this we don’t know, but it looks like it will not be included in the final release. New Multitasking Gestures On iPad iOS 4.3

Gizmodo discovered a new feature in the iOS 4.3 beta 1 which enables Four and five finger multi-touch support for the iPad.
