Apple has seeded the final version (Gold Master) of iOS 6 to developers this is the last test before Apple will release iOS 6 to customers as a free download on September 19th. iOS 6 will be available for the iPhone 3GS and up, iPad 2 and up and 4th generation iPod Touch and up.
